WIIAT THE WASHINGTON “TIMES” SAYS.

The Washington “Times” of .March 17 says that there is no good ’reason why one of the most progressive forms of arbitration ever devised should not liesigned by Great Britain and the United States. The panel- adds that certainly no one on either side of the Atlantic believes that there is the slightest chance of war occurring between the two countries. The worst’ that might ever come to pass would be in. the way of such a misunderstanding as might readily arise between ev.en the warmest of-friends.
