DELIBERATE INCENDIARISM. A MAX ARRESTED. Press Association. CHRISTCHURCH, Eeb. 19. A man was arrested in the bar of the Cafe de Paris Hotel this morning on suspicion of having caused the fire which was discovered at the rear of the hotel last week. An attempt at fire-raising at Rangiora on Monday night was planned and carried out in an' elaborate way, and it- was little short of a miracle that it resulted in failure. It was in a small outbuilding against the wall of tli© cooperative store, from where the incendiary carried out his operations. The wall of the building was saturated with 'kerosene from floor to roof, and in some paper, also covered with kerosene, against the wall, a bottle holding a piece of candle had been placed.- Round the Lottie ami half way tip the candle, was some rag, also "■<*!! saturated with kerosene, and to prevent 4:lm light- from being seen, a tin canister with a few small perforations in. it to admit air had been placed over the candle. Fortunately the canister from some cause tilted a little and extinguished 'the candle just before the flames reached the rag.
