The following motions were carried:— “That this meeting affirms the .following principles: That tlie State, standing in tin' place of parents to such ne.gbicted and destitute.children as are ,(l) directly under its charge. (2) hoarded out or supported by focal .oodles, (3) placed in charge of rel ; - ,gious bodies, should provide, by virtue of snob responsibility, and in view of tile disabilities nil nosed oh such children, the best' possible .training mid education.”
"Iliat the boarding-out system at .present m vogue is not- in .accord •with tlie principles affirmed in resolution 1, and is therefore condemned by tins meeting. Whatever may have /been its utility .as .a makeshift in tho .past, that this meeting earnestly recommends to itlie serious consideration of the Minister und the Government, the cottage home system, as providing all the conditions lacking under tlie present .system of .boa rding-ou t child run. ”
