Received July 26, 10.25 p.m. NEW YORK, July 26. The Governor of North Carolina refused to obey the ruling .of the Federal Circuit Court declaring that the State law on railway rates was unconstitutional and rejects all compromise until the railway company comply with the law. A serious conflict between the State and Federal authorities is feared; involving even the use of Federal troops to enforce the Court’s order. The press condemns the Governor’s action.
