The bureau of the Social Revolutionary Party has resolved, owing to the Government’s continuous terrorism and massacres, that terrorist acts against high officials ought to continue. They advise the active boycotting of the Duma elections, the blowing up of electoral assemblies and the destruction of lists of electors. A fresh plot against the life of the Czar has been discovered m St. 1 etersburg. Several arrests were made..
