Their suooossors are Nationalists eonnooted with tho county oounoils. Tho City of London Conservative Association has expressed disapproval of Sir Edward Clark’s spoooh on Maroh 12tb, attacking Mr Balfour’s policy and his voto on the 13th. The Association requests an explanation.

Tho Times urges the Government to support tbo universal penny postage Postal Union, or at loast advocate a restricted union between tho United King | dom and tho United States within which penny postage should prevail. The cost would probably not exceed L 25,000 a year.
