Good to medium crops are reported only in Poland, the Ural provinces, the Steppes, the Caucasus, and Siberia, and complete or partial failure in the Central, Southern, and North-west provinces.
Mobs of hooligans murdbred 100 at Nijninivgorod, including women and children. M. Ds Witts favors the abolition of a Viceroy for the East and the appointment; of a Governor-General for the Amur who is opposed to' adventures, and favors the policy towards China and Japan.
JEWS FEAR MASSACRE AT ODESSA.

The Governor placarded a proclamation declaring that the report wa3 impossible. He waa amazed at the accusation,- since the Jews were responsible for all. the recent disturbances, including the Kniaz Potemkin affair. v ■ • - 1
It is feared that the proclamation will intensify the bitter anti-Semetio feeling and solidify the populace.
