i'L.YPK ililVi I; (> Alll •. At Ur- i.loathly meeting of the above there were present: -Messrs Cl. Perkiim (Chairman), -Mayo. Curkell and Ilayno. The minutes of previous Hireling were read and continued, A deputation from the Caledonian Society, consisting of Messrs Davis mid llbbitl, waited on the Board in reference to tiic ground, dir JUavis staled that the Society had spent in all oil tile trad;, a sum of X'-!o 10 ‘Jd, which was practically wasted, licpairs had been executed on the track last week, but with the heavy rains that have fallen since, and Mr Whyte putting in fresh sheep, about 10 to the acre, had militated against the t aledcnian Society's effort to make a track was fruitless. The Society would like the Hoard to cancel Mr Whyte's lease and let them take the grazing, am! look after the groundsill general. They would in all probability agree to refund Mr Whyte part of the rent paid, and take the land from August Ist. The Chairman informed 'the deputation that the Hoard would consider tlicir application. A rt'.TlTlnv, Messrs T. .Browne, U. Brituell, M. Parker. \V. T. -Briggs, \Y. Moloney, it. Porter, and (.1. Perkins, storekeepers of Wairoa, petitioned the Council to protect their interest against retail travelling clothing, and other agents who now canvassed the district for orders, without payment of license or other fee. They felt that a great injustice was being imposed upon them by such being allowed. They therefore asked the Board to pass a bylaw, making it compulsory to either have a business tenancy for three months, or that they be compelled to pay a yearly business license of not loss than Mr Corkell pointed out that- according to the terms of the petition, commercial travellers would be prevented from receiving orders, and the Hoard could not fall in with that. The clerk replied to a question, that a hawker’s license for six months was £1 Is. .Air Mayo said he presumed the petition was aimed at Blythe and Co., whose traveller usually took a room or shop. He had been with Air Mvliill a good deal, and he never sold samples, and only sold from his premises. Air Airbill was a commercial traveller and could not be stopped. The clerk stated that if any traveller tool; a shop, or a sample room, they could not be got at. Air Corkell stated that no doubt it was very rough for the business people in Wairoa, who after paying rates were undersold by outsiders. The clerk stated that a hawker’s license taken out in the town district was of no effect in the country, but the Council ruled that a license issued for the country had force in the town as being part of the country, that, however, was a matter of opinion, and perhaps they had better consult a lawyer. Air liawie ; do. the funds at their disposal should be spent on stores, noton lawyers. It was finally decided that the petitioners he informed that if they can point out any legal way of preventing venders pf goods from plying their callings within the town district the Hoard" will take action.

The question of the Caledonian Society and ZNTr Whyte's lease was then dealt with. The Board considered that no one society should have control of the ground. Mv Ilayne : Why not. the Board had certainly neglected it. The Chairman stated that he was sure the Caledonian Society would take over the ground tea. the atme terms as air Whyte. Messrs Corkell and liaync said they did not think so, from remarks passed by the deputation, dir liaync said the Society was one that should be encouraged. At a late meeting of ihe Board XV was voted to pay off :t balance on a rotunda, which was erected by a lot of men without the ways ru'd means of paying for saute. Mr Corkell said that monev was spent on the ground, and the rotunda was an ornament to if. .Air Aiayo stated that if the Society were willing to arrange with Air Whyte for a surrender ot ttic lease, they should 1 e allowed to take it up. lie moved and the Chairman seconded—That this Board are willing to accept the Caledonian Society as lessee of the recreation ground, in lieu of Air Whyte, provided they arrange with him as as specified by the deputation.— Carried. wAlialev i.'.u i lou.
