ATTEMPT TO BRING RAILWAY SHOPS UNDER ACT.
THE PREMIER’S READY ANSWER,
By Telegraph—Press Association. Wellington, last night. In the House of Representatives this evening, during the discussion on the Factories Bill Mr G. J. Smith held that tho railway workshops and factories should conic under the Factories Act.
Mr Seddon said tbe objection to this was tbe constitutional objection that under this Bill the owner, as occupier of the premises, could bo ordered to expend money. If tht Government shops were brought under the Act they would see a funny thing happening, namely, a Government servant (Inspector of Factories) ordering his men to spend money. A motion by Mr Smith to bring the Government factories within the scope of the Bill was ruled out of order, as involving expenditure on the part of the Crown. Mr Seddon he would be willing to accept an amendment which would give the inspectors powers to inspect Government factories and workshops, and report. As a matter of fact they were doing so already.
