DJr Chamberlain has cabled to Mr Barton that he has received a memorial from a number of great steamship lines protesting against the Inter-State Commission Bill applying to ocean trado, on tho grounds that tho powers proposed to bo conferred arc capable of being employed to destroy freedom of contract in traffic, and compel tho fullest disclosure of management of business. Mr Chamberlain adds 'that doubtless tho Federal Dlinistry will give full consideration to the protest.

Dir Barton says that the message clearly indicates that tho Secretary of State is not interfering in our legislative affairs.
