AFTER-DINNER TALK.

General Jirugcro on Saturday led a selected regiment of tho Army at Rhcims past the Czar and Czarina and M. Loubet. At the luncheon after the review M. Loubet declared that the allianco between the two nations had powerfully contributed to European peace. The Czar replied, stating that ho was deeply moved by the touching cordiality of tho demonstration, the ties uniting the nations being reaffirmed by such a manifestation of sympathy. Russia much loved and appreciated the French nation. The alliance was most pacific, a precious element of appeasement for the whole of humanity. The Czar started for Kiel in the afternoon. ITe received ovations all the way to the frontier, where the Czar telegraphed to M. Loubet his warmest thanks.
