THE CZAR IN FRANCE.

Loubct’s speech at the Dunkirk Chamber of Commerce, said he and the Empress had especial pleasure in ro-visiting a friendly and allied nation. He was deeply touched by the spontaneity of the welcome, and greatly admired the striking spectacle of tho splendid Northern Squadron. Ho drank to tho prosperity of the fleet. The visiting Royalties and M. Loubot and Rousseau proceeded to tho Coiilpoigne Chateau, which was transformed for tho occasion, uinl wasj radiant with electricity. Tho Czar occupied Napoleon the First’s bedroom.

FRIENDLY SPEECHES BY CZAR
AND M. LOUBET,
By Telegraph—Press Association—Copyright Paris, Sept. 20. The Czar and Czaritza and M. Loubet were present at a brilliant review at Rbeims.
The Czar, on horseback, witnessed a mimic attack, ending in a splendid charge of two divisions ol cavalry.
Ho was much interested in a new quick-firing gun, without recoil. At the luncheon, M. Loubet said that the army was proud and gratified at tho Czar’s presence and interest in the review, it was a powerful encouragement to further efficiency. He drank success to the Russian army, united with Franco by a profound feeling of confraternity in arms.
The Czar, replying, referred to tho perfection attained by the “ brilliant army of Franco, our friend.” Ho regarded it as a (powerful support of the principles of equity on which repose the peace and well-being of nations.
