The House resumed at 7.00. In Committee on Government Advances to Settlers Bill, further discussion took place on Mr Scddon’s motion to reduce the amount of loan from two million to one million. Mr Scddon said if any proposal was made to reduce the amount of loan below one million ho should regard it as a vote of no confidence, lie would stand no nonsense as far as the Government's financial policy was concerned. For a colony like New Zealand to think of less than a million loan would bo looked at on the London money market, and to apply for a smaller sum, would bo taken to indicate that there was a weakening, whereas the outlook was bright in the extreme.
Captain Russell ridiculed the idea of the Premier threatening to make a noconfidence motion of a proposal to reduce the amount, which he liimsclf had already proposed to reduce by one half. Mr Soddon’s motion to strike out two millions was agreed to. Mr Scddon then moved that the words one million be inserted. To tliis motion Captain Ilussoll moved, as an amendment, that the words five hundred thousand bo inserted. On division Captain Russell's amendment was negatived by ID to It, and Mr Seddon’s motion, fixing the amount to bo raised at one million, was agreed to on the voices.
Mr G. W. Russell moved that a proviso to the clause bo added to provido that not more than half a million (instead of a million) shall be raised in any one financial year. This was lost by 42 to 14. On the motion of the Premier the proviso itself was struck out, and the Bill was then reported with amendment. The House roso at 10.45 pan.
