BOARD OF EDUCATION.

GISBORNE DISTRICT MATTERS.

(Special to Times.) Napier, last night. At the monthly meeting of the Education Board held to day, the following matters of special interest were dealt with : Gisborne: The recommendation that Mr T. B. Strong be appointed first assistant master, was approved. The application for forms and desks was held over for further onquiry to be made. The intimation from the Committee that they had agreed to raise the salary of the master of the secondary classes to .£3OO was received and ordered to be forwarded to the Board of Governors at Gisborne for consideration.

Matawhdro : Application for small works granted. Patutahi: The sum of £2 was granted for fencing and drainage. Te Karaka : Application to put ground in order, etc., was refueled.

Tolago Bay ; Application for £25 to level ground and repair fences was held over till October. Waerenga-a-hika : Application for a certificated mistress was held over. The Treasury forwarded £2152 16s bd capitation allowance, and .£359 11s 9d, the Board's quarterly share of salary distribution vote. The School Commissioners forwarded £750 accruing from rents.

The Chairman stated that after this meeting's outgoings the Board would have only X3OO for work to carry on to the end of the year. It was resolved to suggest to the Department that the Board should be consulted in connection with the granting of licenses to teach.

The results of tho pupil teachers’ examinations were not presented to the Board to-day, owing to tho absence of Mr Hill. All the papers have not yet been dealt with. MILITARY INSTRUCTION- IN SCHOOLS.

A longthy report presented to tho Board by the Committee appointed last meeting in connection with placing tho Hawke’s Bay school cadets on a permanent basis was adoptod after slight amendment, and ordered to be forwarded to Ministers, tho Education Department, tho various Hawke’s Bay members of the House of Representatives, and the Chairman of every Education Board in New Zealand, with the request to urge tho immediate carrying out of these provisions, the three main recommendations being as follows :1. That in every school in tliis Education District in charge of a master the boys bo taught military drill. 2. Tiiat every master shall have a thorough knowledge of elementary military drill. That the Education Board consider the advisability of urging the following points upon the Dofenco Department: (a) That the Department offer to masters in schools tho satuo facilities for instruction as are or may be given to volunteer officers; (b) that the Department provide suitable arms and equipment, including Morris tubes and ammunition, the latter at the satuo rate as supplied to volunteer corps ; (c) that an inspector-general of military training in schools.he appointed; (d) that an efficient instructor be appointed in each education district; (e) that all cadets and their officers shall he allowed to travel free of charge on railways when going to and from drills and inspections ; (f) that tho Department grant an annual sum on the same conditions as grants now made to cadet corps under Military and Volunteer regulations ; (g) that after live years’ service the Department grant substantial concessions to all acting subalterns who have passed an examination and fulfilled tho conditions required by volunteer officers; (h) that after five years’ service as acting captains the holders of subaltern commissions ho eligiblo for substantive commissions as captains, upon fulfilling all tho conditions required by volunteer officers; (i) that after, say. five (years’ service as commissioned captains, tho officers be eligible for promotion to field rank on the same conditions as volunteer officers : (j) that no acting appointment above the rank of lieutenant bo mado in any cadet corps below the strength of fortythroe in all ranks ; (k) that cadets he not enrolled below tho height of 4 feet 7.1 inches; (1) that an efficient cadet service receive recognition (e.g., towards long-service medal) when cadots becomo volunteers; (in) that the Department issue regulations for a course of physical military drill in schools, e.g., roughly, first lOfi pnges of “ Infantry Drill,” with manual and tiring exercises and n simple course of musketry instruction, illustrated by plates and diagrams; (n) that cadet non-com-missioned officers be admitted to examinations for non-commissioned officers of volunteer corps; (o') that to each battalion of volunteers a fully-armed and equipped cadet corps he attached, to which cx-school cadets over 14 years of age bo eligible.
