A Bill authorising a sixty million loan for tho war passed the second reading by a majority of 160, after a heated debate on the conduct of the war. In tho debate on the war loan, Mr Brodrick declared that the Government would never concede independence to tho Transvaal and Orange State. Sir H. Campbell-Bannerman considered that without yielding on the main point, Government could exhibit more conciliation.
