MAKING' TERMS FOB FEDERATION.

Christchurch, last night. The Council of the League of Wheelmen to-night decided to refuse to join the recently - formed Australasian Federal Council unless provision was made to give the N.S.W. Cyclists’ Union an opportunity to come into the Federation as the governing body of amateur cycling in New South Wales,
The 23-mile Inter-State Championship, allotted to New Zealand, was refused.
