KAISER’S ILL-TEMPER.
Berlin, March 2 0. Emperor William’s reply to the Pruss. Diet’s congratulations yesterday is t sensation of tho clay. Ignoring the offic ally established facts that Welland, \vh threw a piece of iron at him at Bremen hitting him on the cheek, is a life-long epileptic, was an inmate of an asylum for years, and on the day of tho assault was under medical treatment for recurring fits, the Emperor harshly blamed the entire nation for alleged conditions producing such attempts. The Tageblatt takes Emperor William smartly to task for thus generalising his deprecatory remarks about his own'nation, and disputes his right to do so. The paper asks how the Emperor justifies his unwarranted reproaches, intimates that he is systematically and wrongly informed by those surrounding him, and adds : • “ Assuming that the Emperor’s criticism is true, is it not also the Government’s and tho Emperor’s own fault if the authority of the Crown has suffered greatly since his grandfather’s death ? ” “ A lively debate followed President Von Ivroechor's report to the Diet of the Emperor’s words. Herr KiChter contended that such admittedly inaccurate statei meats as tiie Emperor’s words, spoken 1 without tho presence of a responsible Minister, were unconstitutional, and had never happened before during the past thirty years. Emperor William said in the speech which has aroused ‘ Berlin tha,t he was sorely grieved.by the murderous attempt, and complained with ‘ evident emotion of the “ demoralisation of youth.’-’- ; !I All classes of population bear the'guih
of present conditions," said the Emperor. “The measures of the Government are too heatedly criticised. Since the death of Emperor tVilliam I. the authority of the crown has suffered greatly,”
