THREE THOUSAND ARRESTED AT ST. PETERSBURG.
MILITARY CONSTANTLY UNDER ARMS.
By Telegraph—Press Association—Copyright St. Petersburg, April 1. Three thousand arrests have been made at St. Petersburg alone in connection with the rioting. The military arc kept constantly under arms at Moscow, Kharkoff, and Odessa.
