THE FEDERATION.

By Telegraph-Press Association-Copyright Sydney, March 7.

The Sydney Morning Herald, commenting on the New Zealand proposal to take a Federal referendum in conjunction with the census, says to spring the question suddenly on the public under cover of a census paper is not the best way to secure a vote thoroughly representative of public intelligence and understanding. In Australia the question had to be thoroughly threshed out before the people came to a decision.. A strong additional reason why an immediate categorical answer should not be demanded is that the New Zealand Federation Commission has not yet visited Australia or even considered its report.
