AFFAIRS IN CHINA.
THE TIMES SPEAKS OUT. FORTRESS TO BE ERECTED BESIDE THE IMPERIAL PALACE. By Telegraph—Press Association—Copyrighl , London, Feb. 16.
The Times Pekin correspondent says that tho action of the Imperial Court in not returning to Pekin is not inexcusable in view of the Foreign Ministers’ decision to begin the construction of a Legation fortress alongside the Imperial palace, accommodating two thousand troops, their equipment and stores, and capable of withstanding a three months’ siege.
Tho Times also states that France and Germany, in view of subsequent commercial transactions, annexed acres of private property in Pekin.

News has been received from China that a body of Chinese attacked a force of Russians beyond Shanhaihwan. In the fight which followed thq Chinese killed four Russian officers, and forty' other Russian soldiers. . Reinforcements have been sent to the locality in which the fight occurred.
