TO THE COUNTY ELECTORS GISBORNE HARBOR DISTRICT. and Gentlemen, — I beg to announce myself as a candidate, and to solicit your votes at the forthcoming Harbor Board Election. In view of the rapid and steadily increasing development of the district, it is becoming a matter of the most urgent necessity to provide increased shipping facilities for the great expansion in the trade of our port. I am therefore in favor of a Progressive policy, and believe that by judicious expenditure and a moderate cost, vessels of much larger draught than at present could come in, and much of the present lighterage charges be saved to the port. If elected, I should, while carefully watching all expenditure, endeavor to have such works carried out as would utilise what has already been done, and afford some return for the money already spent. (2nd) That the finance of the Board be so regulated that as soon as possible Wharfage Rates be abolished. I have been a strong advocate for progress in Harbor works, at the same time endeavoring to economise in every possible direction the funds of the Board. I look upon the great improvements which have taken place in our port with considerable pleasure, and trust the electors take the same view. If returned again, I shall endeavor to continue the improvements we are making, feeling confident the result will be such as to enable the Board to reduce rates and wharfages to a considerable extent.
