j (P.A.) NAPIER, March 18. I With the reading of the proclamation at the special function this afternoon by the Deputy-Prime Minister, Mr. !K. J. Holyoake, Napier became the thirteenth city in New Zealand and the 12th in order of population. The civic ceremonies which commenced today to mark the town’s elevation to city status and also the 75th jubilee as a borough will continue for a week. Today the festivities were centred in a two-mile procession in which approximately' 100 gaily-decorated floats passed through the town’s streets and converged on McLean Park where the main function look place this afternoon. Fireworks displays, bonfires, carnivals and other attractions mark the remainder of the week's festivities which conclude next Saturday. In the 20 years since the disastrous earthquake of February, 1931, Napier’s rise to status has been meteoric. As the result of the earthquake's upthrust new areas of land became available for residential and industrial purposes. New suburbs have been opened and more are contemplated within the new city's expanding boundaries. The port of Napier has developed to such a degree that it is now the third export port of New Zealand.
