LAWYER NAMED U.S. NAVY MINISTER

410 a.m.) WASHINGTON, May 13. The appointment of Mr. Francis Patrick Matthews, aged 62, Omaha, Nebraska, lawyer, as Secretary of the Navy was announced today by the White House.

Mr. Matthews succeeds Mr. John L. Sullivan who resigned as a protest against the scrapping of plans to build a giant aircraft-carrier. Mr. Matthews, who is a Democrat, was active in last year’s presidential election camapign. He has had little association with the navy.
