Constitution of West German State
(10 a.m.) BERLIN, Feb. 21. Allied and German differences over the powers to be granted to the West German State will probably delay the adoption of its constitution, according to Allied officials, says the Associated Press. They believe that weeks of negotiation will be needed to reconcile the differences between the proposed constitution and the Allied occupation statute. _ Allied officials predict that German demands for broad powers in the economic field will also delay the final approval of the constitution. The Bonn Parliamentary Council ha? completed the draft of the constitution but is awaiting the publication of the occupation satute before ratifying it. The occupation statute will define the powers of the new State in relation to the occupation forces.
