PENANG OPPOSES SECESSION
SINGAPORE, Feb. 10. The Penang Settlement Council today rejected, by 15 votes to 10, a motion that Penang should secede 'from the Federation of Malaya and revert to tho pre-war Straits Settlements colonial status. The secessionists declared they wanted to retain British nationality and remain within the British Empire,
