U.S. MAY RESTRICT MOVEMENTS OF SOVIET ENVOYS

(10 a.m.) WASHINGTON, Oct. 5. The United States Government is studying the idea of imposing retaliatory measures on Soviet officials in America as a result of a Russian order sharply limiting the movements Of all foreign diplomats in Russia. Diplomatic authorities said that a strict tit-for-tat policy would require the Soviet Ambassador and embassy officials in , Washington to get State Department permission before leaving the city. The British Foreign Office spokesman said the latest Soviet restrictions on the movements of foreign diplomats in Russia were without precedent in any country with the exception qf Tibet and pre-revolutionary China. It is thought unlikely that Britain will retaliate.
