POSSIBLE MOVES BY SOVIET IN BERLIN CASE BEFORE U.N.

(11.30 a.m.) PARIS, Oct. 3. Reliable sources think that when the Berlin dispute comes before the Security Council, which meets tomorrow, Russia may make an offer, including the following: 1. Unification of Germany.
2. The withdrawal of all occupation troops from Germany by a specified date.
Nevertheless, they do not rule out the chance of the Russians walking out of the Council as they dic( in the Persian case in 1946.
It is expected that the council will vote at least nine to two in favour of adopting the agenda on which Berlin is the only item. British official circles in Berlin today accused Marshal Sokolovsky, the Soviet Military Governor, of distorting the truth in his statement, blaming the Western Military Governors for the breakdown of the Berlin talks. They said that the Russians throughout had refused to treat Germany as an economic whole, as agreed at the Potsdam conference. Russian reparations from the Eastern zone had been estimated at £1.750,000,P00. Soviet propaganda looked like an attempt to. make the Western Powers the scapegoat for the consequent deterioration of the eastern zone conditions.
