CURB ON PROPAGANDA

INDIA AND PAKISTAN (11 a.m.) CALCUTTA, April 19. The Indian and Pakistan Governments have signed an agreement to “discourage any propaganda for amalgamating India and Pakistan, or portion of them.” The agreement declared: “Every citizen shall have equal rights, opportunities, privileges and obligations. There shall be no discrimination against minorities.’’ Both Governments agreed to discourage the mass exodus of minorities from one Dominion to the other and to set up provincial minorities’ boards in East and West Bengal for “protecting the minorities’ interests and inspiring confidence in them.”
