JOIN LABOUR COUNCIL MARGIN OF ONE VOTE (10 a.m.) SYDNEY, April 15. The New South Wales Police Association, at a conference yesterday de cided, by 22 votes to 21, to seek affiliation with the Trades and Labour Council. The decision was reached - after a nine-hour debate.
