COSTA RICAN REVOLT SETTLEMENT IMMINENT (10 a.m.) SAN JOSE, April 14. Both sides in the Costa Rican civil war issued a cease-fire order at 5 a.m today and a settlement of the monthold struggle is reported to be imminent. The United States Ambassador, Mr. Nathaniel Davis, with other diplomats and church prelates, played an active part in ending the fighting. Bogota’s food markets, some coffee houses and unwrecked shops have reopened. The last group of Bogotan police, numbering 600, surrendered this morning to troops who roared up tc their barracks in armoured cars The police did not resist and handed over petrol and dynamite which they had used as weapons for four days.

The Colombian Government radio announced three times on Monday that Colombia had broken relations with the Soviet, but today a member of the Presidential secretariat said the decree had not yet been approved by the Cabinet.
