RUSSIAN THREAT

BOYCOTT TALKS BIG FOUR MEETING PALESTINE SITUATION (11 a.m.) NEW YORK, March 11. Russia said today it would boycott the emergency Big Power talks on Palestine if the Arabs and Jews were called in for consultations. M Gromyko made the statement when the United States, Russia, France and China resumed the emergency talks on the Palestine situation. M. Gromyko said he already knew the opinions of the Arabs and Jews and also pointed out that the Big Four were not asked to reopen the consultations by the Security Council. Mr Warren Austin said he realised this, but it might be possible to get further information from both parties to complete the report which the Big Four must make to the Security Council. M. Gromyko said the United States delegation was free to obtain this information and report to the Big Four, but as a group they had no authority to enter into consultations and he could not take responsibility for reopening discussions. No final decision was taken on the question and Sir Alexander Cadogan was called in to answer further questions on the mandatory Power.
