LONDON. Dec. 15.

The Western Powers are to investigate charges by German Roman Catholic bishops that returned war prisoners and 2000 children have been abducted and interned in the Russian zone of Germany, says the Daily Telegraph’s correspondent in Berlin. The bishops’ protest, signed by the Archbishop Josef Frings, of Cologne, was the fourth made by the Catholic heirarchy. When Archbishop Fring’s letter, dated October 18, reached the Allied Commission Secretariat through British channels, the Soviet representatives objected to having the letter tabled at all because it had been referred to in the press. . The Russians maintained that their 'refusal was made six weeks ago to permit the question to be tabled for FourPower consideration.
