“I made inquiries concerning Section 2A Iwiroa and Section 55 Te Kaha, stated Mr. W. W. Upton, county engineer, in a report to the Opotiki County Council. "These two sections some years ago were partly felled and grassed and have gone back to second growth. The sections are very rough and not carrying any stock. The question- of remitting rates in this class of land is a big one, as there are thousands of acres of a similar nature, such as the 3000-acre block owned by J. H, Kane.” ,
