INTERNATIONAL AIRLINES (11.15 a.m.) GENEVA, Nov. 24. A 30-nation conference seeking a universal treaty on air right reached a deadlock when the British and United States delegations announced that they were unable to accept a proposal which the conference adopted by a narrow margin yesterday, Britain and the United States claimed that the proposal, which provided that countries on long-distance routes could refuse airlines permission to pick up and put down intermediate passangers, would severly handicap long-distance airlines. The conference adopted the proposal on a sudden rally of small air Powers, including Australia, New Zealand, India and Canada.
