VICTORIAN PREMIER TO FORM GOVERNMENT UNITED FRONT POLICY MELBOURNE, Nov. 12. The excitement of the Opposition parties’ election victory having died down, the new Premier, Mr. T. T. Hollway, is anxious to get down to business and form his Government as quickly as possible. It was assumed from the outset of the election campaign that in the event of an Opposition victory the Liberals and Country Party would form a composite Government, though no definite arrangements was made. Mr.t Hollway has now offered the Country Party a full share in the new Government, though the Country Party’s rules preclude participation in any composite Government of which a Country Party leader is not Premier, ier. It is expected, however, that in view of the fact that Mr. Hollway leads probably a Liberal strength of 29 members against the Country Party s 20, this rule will be waived. Mr. Hollway will probably give the Country Party an equal share in his Ministry so that the former Opposition will present a united front in Parliament when it meets the badly bothered remnants of the Labour Opposition. One of the first acts of the new Government will be to call a conference of representatives of the South and West Australian non-Labour Governments to form a southern bloc against bank nationalisation. There is also much development work to be done within Victoria. While credit is generally given to the Cain Government for prior achievements, the new Government proposes to onng a fresh outlook on such matters as decentralisation of water conservation, soil erosion and soldier settlement, immediate progress of which is an essential need. ______
