ACTION BY ZIONISTS PARTITION OF PALESTINE ZURICH, Sept. 3. The Zionist Action Committee adopted as a basis for negotiation the majority report of the United Nations’ special committee on Palestine. The committee described the report as an “earnest effort to bring the problem to a just conclusion," but expressed the opinion that Jerusalem should be part of the Jewish State and that the province of Northern Galilee should not be partitioned. It empowered’ the Jewish Agency's , executive, to seek an amelioration of the report on these two points.
