LONDON SHARE VALUES (11 a.m.) LONDON Sept. 4. Brighter and more cheerful conditions existed in the stock markets this morning, says Reuter’s finaricial correspondent. .... The recovery was mostly in the industrial section, where the cessation of share offerings led to some bear covering. Improvements were most marked in store issues. There is little foundation for. this change of sentiment, as the condition which caused the recent heavy marking down will continue until the coal position improves.
