OPEN DAIREN FOR TRADE U.S. REQUEST REJECTED (10 a.m.) WASHINGTON. Sept. 3. The Soviet, in a Note delivered to the American Embassy in Moscow, rejected the United States effort to have the Manchurian port of Dairen opened to international commerce. The Russians insisted they have control of Dairen by virtue of the 1945 agreement with the Chinese by which Dairen comes under Russian control during the existence of a state of war with Japan and, as the state of war with Japan, has not terminated the Port Arthur regime continues to control Dairen.
