NEED IN_ CHINA U.S. GENERAL’S SURVET CORRUPTION RIFE (10 a.m.) NANKING, Aug. 24. “To regain the confidence of the Chinese people, the central Government will have to put into effect immediately drastic and far-reaching political and economic reforms, declared Lieut.General A. C. Wedemeyer before leaving for the United States at the conclusion of his fact-finding mission for President Truman. “Incompetent and/or corrupt officials now occupying many positions of responsibility, not only in the national organisation but in provincial and municipal structures, should be removed. I find in many quarters of China today apathy and lethargy. Instead of seeking a solution of the problems, considerable time and effort are spent on blaming outside influences or seeking outside assistance.
“China still possesses most of the physical resources needed for her own rehabilitation, but this awaits inspirational leadership and a moral and spiritual resurgence which can come only from within China.”
