N. CHINA FIGHTING CLEARING OF RAILWAY BASES NOW THREATENED NANKING, Aug. 22. A new Chinese Government drive has nearly isolated the Communists on Shantung Peninsula and is progressing towards Chefoo. Pro-Government reports state that the Communists have been driven back 60 miles on both sides of the railway from Tsingtao to Tsinan, the Shantung capital, breaking the Communist control of the line. After clearing the railway the Government columns went northward, capturing the Communist base at Changi, 80 miles north-west of Tsingtaoi. Two Government columns are pushing towards Laiyang, midway between Chefoo and Tsingtao. Laiyang, 53 miles from Chefoo, has long been a Communist stronghold. It controls a network of highways and its fall would threaten Chefoo. which is only 90 miles by sea from Dairen
