The United Nations’ legal department held in an opinion today that the new Dominion of India would retain charter membership rights in the United Nations and that Pakistan Dominion would bo regarded as a new nonmember State. Thus Pakistan will be eligible to apply for membership after formally achieving Dominion status in the ceremony at Karachi on Friday. INDIA CHIEF JUSTICE LONDON, Aug. 12. Sir Harilal Jekisondas Kania has been appointed Chief Justice of India, replacing Sir William Patrick Spens, who has been appointed chairman of the arbitration tribunal in India. This tribunal will adjudicate on Ihe division of assets and liabilities of the present Government of India.
