REBEL TROOPS’ ATTACK (10 a.m.) BUENOS AIRES. Aug. 11. The Paraguayan Embassy has admitted that rebel army troops seeking _to overthrow President Higinio Morinigo have virtually sealed off Asuncion, the capital, from the rest of Paraguay.
