16-NATION CONFERENCE EUROPEAN RECOVERY PARIS. Aug. 10. The delegations to the 10-nation committee for European economic co-oper-ation expect fairly big decisions this week as the committee has only three weeks to run. The French spokesman said the conference “probably, so far has seen fewer dissensions and impending crises than any other major conference since the end of the war.” The formulation of policies is not generally expected to be a one-nation affair with the other 15 merly following suit.
