U.N. POLICE FORCE BIG FIVE DISAGREE THREE VITAL ISSUES (10 a.m.) NEW YORK. April 30. Authoritative sources state lliat the report of the United Nations’ military staff committee, which will lie submitted to the Security Council to-morrow, reveals that the prospects for establishing an international police force are exceedingly remote. The New York Times says the report does not mention the informal but unaltered decision of committee members that the proposed force shall not be used to suppress conflicts in which any of the Big Five may be involved. However, the report reveals that the military representatives of the Big Five have failed to agree on most of tire following important questions: (1) The total size of the proposed force and the proportion to be furnished by the great Powers and other members of the United Nations. f2) Whether each of the great Powers shall furnish exactly the same number of ground forces, aircraft, etc., or only “comparative” forces. (3) The arrangements to obtain permission of United Nations' members for the use of their bases and other facilities. The committee agreed that national contingents should be led by their own commanders, subject to the supreme commander, who would be chosen by the Security Council, and that national commanders should have the right to report direct to their own Goverments.
