NEW CHINESE COUNCIL

KUOMINTANG DOMINATION (11 a.m.) NANKING, April 23. China’s new State Council was sworn in vesterday and immediately approved of the multi-party but Kuomintangdominated cabinet. The council consists of 40 seats of which 17 are held by the Kuomintang and 12 by the Young China and Democratic Socialist Parties and non-par-tisans. Eleven seats are vacant, being reserved —in theory—for Communist and Democratic League members.
