DOLLAR _SPENDING TAX ON TOBACCO OTHER LEVIES POSSIBLE (10 a.m.) ‘ LONDON, April 22. Replying to the Budget debate on the tobacco tax, the Chancellor of the Exchequer, Dr. Hugh Dalton, said the restrictions on other items might have to be asked for later. “This is the first step and the first shot in the campaign to bring dollar expenditure down and narrow the export gap," he said. “I should be rightly blamed if, later, we proposed other restrictions and had not taken the first step with tobacco which is less essential than foodstuffs and the like.” , Dr. Dalton said it was not in order 1 at present to discuss films, but films and tobacco were both unnecessary in comparison with foodstuffs.
