LENIENCY BLAMED GENERAL'S CRITICISM BELGRADE, Jan. 28. The Yugoslav deputy Foreign Minister. General Yelebit, at a press conference declared that the responsibility for the death of the Yugoslav consul in the Chetnik camp near Naples lay entirely with the British. He said the incident was the result of a policy of leniency® towards war criminals wanted for trial by Yugoslavia. who were allowed to organise a military formation in their camps. General Velebit added that Yugoslavia demanded punishment of the criminals and a detailed investigation by the British Government. He pointed out that the visit was part of the consul's regular duties and he also alleged that the attack occurred in the presence of British officers, who took no steps to call the police' of the British camp guard.
