MOVE TOWARDS UNITY (9 a.m.) PARIS, Jan. 28. Scnor Jose Giral’s Spanish Republican Government in exile has resigned and the President of the Republic in exile, Senor Martinez Barrio, will begin

to-morrow an attempt to form a new Cabinet, says Reuter’s correspondent in Paris. The correspondent adds that the resignation is part of a movement inside Spain aimed at uniting all the antiFranco elements on a broader basis than the Giral Government.
