In making this announcement, the Daily Telegraph’s diplomatic correspondent ays it is in keeping with the suggestion made by the Chancellor of the Exchequer, Dr. Hugh Dalton, when he was in Washington. He then said that countries like Switzerland. Argentina, and Sweden, which had enriched themselves or any which did not suffer economically as a result of the war should now aid countries like Greece. The correspondent adds that the procedure will be for “beggar countries” to apply for help to neutrals. Their applications will receive full support of the British and American Governments.
