HUNGARY & YUGOSLAVIA (10 a.m.) PAULS. Sept. 22. Hungary and Yugoslavia have signed an agreement to exchange 13.000 Hungarians living in Yugoslavia for an equal number of Yugoslavs living in Hungary. The agreement comes into effect a year after the signing of the Hungarian treaty and will be carried out over three years.
